A Grangeville native with a bachelor’s degree in life sciences from the Air Force Academy and a master’s degree in health care administration from Baylor University in Texas. He served 10 years in the Air Force, working at various health care facilities across the United States, Europe and in Vietnam.

In addition, Soltman served four years on the state’s Professional Standards Commission – which advises the Board of Education on standards for teacher certification in Idaho schools – including three years as chairman of its budget committee. He also served on the state committee that developed the graduation standards in science for Idaho students.

A Boise native with a bachelor’s degree from the University of Idaho and a master’s degree with Claremont Graduate School in California. She is a board of directors member for the Bank of Idaho, Teton Regional Land Trust, Flying A Ranch Inc., Cea Corp., and Ashton Hi-Tech Seed Co.

Atchley taught at North Fremont High School in Ashton from 1970 through 1972. She was a trustee in the Fremont County Joint School District from 1976 through 1980, and has served on the North Fremont High School Advisory Committee, the North Fremont Education Foundation, and the University of Idaho Alumni Association Board of Directors. She also is a University of Idaho Foundation member and has served on the Fremont County Republican Central Committee, the Potato Growers of Idaho and the U.S. Potato Board.

She and her husband, Clen Atchley, have lived in Ashton since 1970. They have two grown daughters.

Bill Goesling

William (Bill) Goesling was appointed to the State Board of Education in April 2011. Goesling retired in 1989 after 24 years of active duty with the United States Navy. As a naval aviator, Goesling logged over 6,500 hours in 17 different aircraft models and received numerous awards for heroism including the Distinguished Flying Cross. As a naval officer, Goesling served in leadership positions for a variety of military and civilian organizations. Goesling was twice awarded the Meritorious Service Medal in recognition of his leadership performance.

Goesling holds Master’s Degrees in Management and Applied Science and a Bachelor’s Degree in Chemistry. He has teaching experience at both secondary and college levels and has served on numerous academic committees including faculty councils and as a graduate level programs director. Since retiring, Goesling has earned a PhD in education and served on numerous boards including the Moscow School District Board of Trustees and the Idaho State Public Charter School Commission.

Debbie Critchfield

Debbie Critchfield was appointed to the Idaho State Board of Education in July of 2014. Ms. Critchfield is a member of the Cassia County Republican Central Committee and an active community education leader. She previously was a member and chairman of the Cassia County School Board, Region 4 chairman of the Idaho School Boards Association, a member of the State Technology Task Force, a member of the State Dual Credit Task Force, president of the Oakley Valley Arts Council and president of the local elementary and high school parent-teacher organizations. Ms. Critchfield holds a B.A. in political science from Brigham Young University. She and her husband David have two grown children and two still attending public schools in Cassia County.

David Hill

Dr. David Hill was appointed to the Idaho State Board of Education in July 2014. Mr. Hill is chairman of the Idaho Global Entrepreneurial Mission (IGEM) Council, a member of the Higher Education Research Council (HERC) and the EPSCoR committee. In addition, he serves on the Center for Advanced Energy Studies (CAES) steering committee and is on the Idaho Regional Optical Network’s (IRON) Board of Directors. Dr. Hill is a retired Deputy Director for Science and Technology at the Idaho National Laboratory. He holds a bachelor’s degree in mathematics and a doctorate in mathematical physics from Imperial College, London University, and an MBA from the University of Chicago. He and his wife Georgia Meacham have five children.

Rod Lewis was appointed to the State Board of Education in March 2000. He chaired the Board's Instruction, Research and Student Affairs Committee for three years and served as President of the Board for two years. Lewis is retired as Vice President of Legal Affairs, General Counsel and Corporate Secretary for Micron Technology, Inc. of Boise. He is a graduate of Columbia University School of Law in New York and Brigham Young University, where he received his undergraduate degree in Economics and Asian Studies.

Richard Westerberg

Richard Westerberg was appointed to the board April, 2007. He is a retired officer of PacifiCorp. He served four years as an officer in the U. S Army, and twelve years on the Preston School District Board of Trustees.

Sherri Ybarra, Superintendent of Public Instruction

Sherri Ybarra is the newly elected Superintendent of Public Instruction and has nearly two decades of service in the field of education. Her extensive experience includes eleven years as a classroom teacher, and six years in the administrative arena as an Assistant Principal and Principal. At the time she was elected as Idaho’s Superintendent of Public Instruction, she had been servicing at the District Office level as a Federal Programs Director and Curriculum Director. She has been recognized and awarded the district’s “Outstanding Educator Award,” twice. She has written numerous grant proposals, acquiring funding for such educational advancements as technology, 21st century learning labs, and STEM projects.

Her academic career includes a B.A. in Elementary Education, an M.A. in Educational Leadership and this and an Ed. S.E.D., with an emphasis in the Superintendency. Sherri is also working on her Ed. D. in Education.

An important aspect of her life is her family—her husband (a Federal Police Officer) and son (who attends public schools and plays baseball) and one dog, named Peanut.
