A Grangeville native with a bachelorís degree in life sciences from the Air Force Academy and a masterís degree in health care administration from Baylor University in Texas. He served 10 years in the Air Force, working at various health care facilities across the United States, Europe and in Vietnam.
In addition, Soltman served four years on the stateís Professional Standards Commission Ė which advises the Board of Education on standards for teacher certification in Idaho schools – including three years as chairman of its budget committee. He also served on the state committee that developed the graduation standards in science for Idaho students.

A Boise native with a bachelorís degree from the University of Idaho and a masterís degree with Claremont Graduate School in California. She is a board of directors member for the Bank of Idaho, Teton Regional Land Trust, Flying A Ranch Inc., Cea Corp., and Ashton Hi-Tech Seed Co.
Atchley taught at North Fremont High School in Ashton from 1970 through 1972. She was a trustee in the Fremont County Joint School District from 1976 through 1980, and has served on the North Fremont High School Advisory Committee, the North Fremont Education Foundation, and the University of Idaho Alumni Association Board of Directors. She also is a University of Idaho Foundation member and has served on the Fremont County Republican Central Committee, the Potato Growers of Idaho and the U.S. Potato Board.
She and her husband, Clen Atchley, have lived in Ashton since 1970. They have two grown daughters.
Rod Lewis, Secretary

Rod Lewis was appointed to the State Board of Education in March 2000 and was elected to serve as Secretary in April of 2002. He chaired the Board's Instruction, Research and Student Affairs Committee for three years. Lewis is employed as Vice President of Legal Affairs, General Counsel and Corporate Secretary for Micron Technology, Inc. of Boise. He is a graduate of Columbia University School of Law in New York and Brigham Young University, where he received his undergraduate degree in Economics and Asian Studies.

William (Bill) Goesling was appointed to the State Board of Education in April 2011. Goesling retired in 1989 after 24 years of active duty with the United States Navy. As a naval aviator, Goesling logged over 6,500 hours in 17 different aircraft models and received numerous awards for heroism including the Distinguished Flying Cross. As a naval officer, Goesling served in leadership positions for a variety of military and civilian organizations. Goesling was twice awarded the Meritorious Service Medal in recognition of his leadership performance.
Goesling holds Masterís Degrees in Management and Applied Science and a Bachelorís Degree in Chemistry. He has teaching experience at both secondary and college levels and has served on numerous academic committees including faculty councils and as a graduate level programs director. Since retiring, Goesling has earned a PhD in education and served on numerous boards including the Moscow School District Board of Trustees and the Idaho State Public Charter School Commission.

Ken Edmunds was appointed to the State Board of Education in May 2008. Edmunds has worked in development and investments for more than 25 years. The Brigham Young University graduate with a master's degree in accounting previously was a senior executive and consultant with Ameristar Casinos, a Certified Public Accountant and manager for the accounting firm Price Waterhouse, and controller of a Twin Falls development and construction company.
Edmunds and his wife, Jane, have four children and five grandsons. He currently is president of the Idaho Youth Soccer Association, vice-chair of the Twin Falls Community Foundation, a member of the Southern Idaho Economic Development Organization's board of directors, and serves on the Higher Education Research Committee for the State Board of Education.

Milford Terrell was first appointed to the Board in January 2003. He is currently the President and owner of DeBest Plumbing & Mechanical. He served two years in the Vietnam conflict as a medical technician, receiving a Good Conduct Medal and a Presidential Citation for service above and beyond the call of duty. Terrell did his plumbing apprenticeship through the Vocational-Technical educational program at Boise State College. He is the former President of the Bronco Athletic Association and the former Chairman of the Humanitarian Bowl. He is the first BSU alumni member to be appointed to the State Board of Education since the 1980s.

Richard Westerberg was appointed to the board April, 2007. He is a retired officer of PacifiCorp. He served four years as an officer in the U. S Army, and twelve years on the Preston School District Board of Trustees.
Tom Luna, Superintendent of Public Instruction

Tom Luna currently serves as Idahoís State Superintendent of Public Instruction. He first got involved in education by serving on the Nampa School Board for seven years in the 1990s. He also led the Idaho Achievement Standards Commission under Governor Phil Batt, and he was later appointed to chair the Idaho Assessment and Accountability Commission under Governor Dirk Kempthorne. In March of 2003, Luna was appointed to serve as a senior advisor to U.S. Secretary of Education Rod Paige and traveled the country to work on rural education and school choice issues in the United States.
