State Board of Education Fact Book

The Board, as the designated policymaking body for the
institutions and agencies under its governance, has all of the powers
and duties established by the Constitution of the State of Idaho and the statutes appearing at Title 33 et seq. of the Idaho Code.
The Idaho Constitution, (Article IX, Section 2) vests the "general supervision" of the Idaho public education
system in the State Board of Education, "the membership, powers and duties of which shall be prescribed by law."
In addition, the State Board of Education is constitutionally vested with the general supervision of all
public higher education and sits in a constitutional capacity as the Board of Regents of the University of Idaho.
The Board has also been identified in statute as follows: Trustees of Idaho State University, Trustees of
Lewis-Clark State College, Trustees of Boise State University, State Board for Professional-Technical Education
and Trustees for the Idaho School for the Deaf and the Blind.
The elected State Superintendent Marilyn Howard serves as an ex-officio voting member of the Board.
The Governor appoints the other seven members. The commitment of time and effort to serve on this
citizen Board is significant. In 2002, the Board members collectively reported approximately 266.5 days
spent on Board business, which averages out to approximately 38 days per member, or slightly more than 3
days per month per member. These statistics do not include the State Superintendent Marilyn Howard, and those member(s)
of the SBOE who do not report some or all of the time they work on Board business.
