Purpose.
The Idaho State School for the Deaf and the Blind is established by Section 33?3401, Idaho Code. The Idaho State School for the Deaf and the Blind (hereinafter known as the "school") is a part of the public school system of the State of Idaho. The school's objectives are the education of hearing-impaired and visually-impaired children who, because of severe sensory loss and educational needs, are determined to need the services of the school, and the provision of support services which promote appropriate education and related services to sensory-impaired children in the state. The school promotes and maintains an educational opportunity of adequate scope and quality for every sensory-impaired child in Idaho which will lead to an adult life of independence and self-sufficiency; a meaningful personal, family, and community life; and a useful, productive occupational life.
Delegation of Authority.
The State Board of Education delegates to the superintendent of the Idaho State School for the Deaf and the Blind as the chief executive officer of the school the responsibility to manage and supervise the school and its programs in accordance with applicable state and federal statutes and regulations and applicable provisions of the Governing Policies and Procedures of the Board. The chief executive officer is also responsible for the preparation and submission of an agenda for matters related to the school and its programs for Board review and action.
General Powers of the State Board of Education.
The State Board of Education is the Board of Trustees of the Idaho State School for the Deaf and the Blind. Its powers are set forth in Section 33?3405, Idaho Code.
Services.
The school is under the administration of the State Board of Education. The school is organized to provide:
a. a comprehensive elementary education program, including related services, which is designed for the particular needs of sensory-impaired children;
b. a comprehensive secondary education program which provides academic, vocational, and extra-curricular programs designed to meet the particular needs of sensory?impaired students;
c. a student living program which provides for the social and emotional needs of sensory-impaired students residing at the school;
d. an individualized instruction program for sensory?impaired children under three (3) years of age, in an appropriate setting, which is designed to promote the physical, mental, and social growth of children with emphasis on communication skills and adjustment to the environment.
e. preschool instruction in the home or school for sensory?impaired children, ages three (3) to five (5), which is designed to prepare the children for entry to school with emphasis on learning readiness, communications skills, and adjustment to the environment;
f. a comprehensive assessment and program planning services for sensory-impaired children;
g. specialized media and instructional materials for sensory?impaired children, serving as a statewide resource center for local education agencies and other organizations of Idaho;
h. consultative and program assistance for sensory?impaired children of local education agencies;
i. a central registry of hearing?impaired or visually?impaired children in the state, ages birth to twenty-one (21) years of age, including collecting pupil and program information useful for statewide program planning.
5. Cooperation with Public and Private Agencies.
The school, in cooperation with public and private agencies, may:
a. Serve as a demonstration school to promote personnel development through student teaching, in-service education, internships, and professional observation for special education and related service personnel in cooperation with local education agencies and institutions of higher learning;
b. provide information or training services for parents, guardians, and families of sensory-impaired children and public information concerning sensory impairment to community groups and other agencies;
c. conduct appropriate research studies or projects which promote improvements in special education and related services for sensory?impaired children (children used as subjects must be provided all safeguards required by state and federal statutes and regulations);
d. promote postsecondary programs and employment opportunities for young sensory-impaired individuals;
e. promote and coordinate community and continuing education opportunities for sensory?impaired individuals using existing community resources.
Internal Policies and Procedures.
The superintendent may establish additional policies and procedures for the internal management of the Idaho State School for the Deaf and the Blind which complement, but do not supplant, the Governing Policies and Procedures of the State Board of Education. Such internal policies and procedures are subject to Board review and action.
