STATE BOARD OF EDUCATION TO HOLD MEETING AT UNIVERSITY OF IDAHO

The Idaho State Board of Education will meet June 26-27, 2003 beginning at 9:00 A.M. (MST) in the Whitewater/Clearwater Rooms in the Idaho Commons at the University of Idaho in Moscow, Idaho.

The Board will:

  • Hold a discussion regarding the optimum time for the annual fee setting discussion for the institutions. They will also discuss a method of indexing student fees so the institutions, the Board, students and parents have an understanding of how fees might change. A list of proposed peer institutions for the four-year schools will also be considered, along with a discussion of how the institutions were chosen as peer institutions.

  • Discuss criteria for placement of the health care education building in Idaho Falls.

  • Consider appointments to the Idaho State Historical Board of Trustees and the Eastern Idaho Technical College Advisory Council.

  • Discuss a proposal to plan, design and construct a multi-modal center/parking structure at Boise State University that would serve residents wishing to transfer from their automobile, bicycle, bus or walking to another form of transportation. BSU has received a grant from the Federal Transportation Administration for environmental assessment and preliminary engineering for the project. BSU will be required to provide 20% in matching funds for the construction of the project, which will be obtained from parking permit revenues.

  • Hear requests to approve new student health insurance and room and board rates at Boise State University, Idaho State University, Lewis-Clark State College and University of Idaho.

  • Consider increasing the project budget for the Rendezvous Building and the Performing Arts Center at Idaho State University.

  • Discuss bonds financing at Idaho State University for current projects.

  • Discuss building a campus classroom and activity center at Lewis-Clark State College funded partially by student fee revenue notes, a pledge student fee, community contributions through the college's Foundation, state appropriations and bond proceeds through the Idaho State Building Authority.

  • Hear an overview of capital projects bonded through the Idaho State Building Authority (ISBA) and approve agreements regarding leases, development and facilities. During the recent legislative session, House Concurrent Resolution 30 was passed authorizing bond financing by the ISBA for eight building projects throughout the state, of which seven are higher education projects.

  • Discuss approval of FY2004 Appropriated Funds Operating and Capital Budgets for the institutions, agencies and special projects that have been developed according to legislative intent and/or Board guidelines.

  • Review the Intercollegiate Athletics Report of intercollegiate athletic revenues and expenditures of Boise State University, Idaho State University, Lewis-Clark State College and University of Idaho.

  • Consider an addendum to Doug Oliver's coaching contract at ISU that would award supplemental pay to Oliver and the assistant coaches if the team retains basketball players at a rate equal to or exceeding 90%. The team must maintain a combined cumulate GPA of 2.5 and meet all NCAA eligibility requirements for both semesters.

  • Hear a presentation by Debbie Hertzog, the state coordinator for Destination Imagination, a national program that engages students in grades 2-12 in activities designed to teach teamwork and problem solving skills.

  • Consider a proposal to review the current participation agreement for the federally funded state administered Robert C. Byrd Honors Scholarship. This Scholarship has been administered by the Department of Education but will now be administered by the Board of Education. The new agreement would extend the approved interrupted enrollment for recipients who temporarily withdraw from school from 12 months to 24 months and replace the currently used statewide Tests of Achievement and Proficiency (TAP) with the Idaho Standards Achievement Test (ISAT) as one of the criterion for selecting scholarship recipients.

  • Hear a presentation by Professor Greg Bohach, Department Head of the Microbiology Molecular Biology and Biochemistry Department at University of Idaho, on the Idaho Biomedical Research Infrastructure Network (BRIN) activities and successes.

  • Consider approval of a new Ph.D. program in Food Science and Toxicology at the University of Idaho.

  • Consider discontinuing the Bachelor of Science in Geological Engineering at the University of Idaho.

  • Discuss whether to renew the Idaho/Washington Reciprocity Agreement that has been in effect for over a decade. The current agreement is set to expire on June 30, 2003 and Washington State University intends to withdraw from the reciprocal agreement at that time, leaving only Eastern Washington University and Walla Walla Community College.

  • Hear an update from Karen McGee on the Assessment and Accountability Commission. In May, Draft VII of the Idaho Accountability Plan was created in order to combine the federal requirements of No Child Left Behind with Draft VI of the Idaho Accountability Plan. She will also review the federal accountability work plan that was approved by the U.S. Department of Education June 6, 2003.

  • Hear an update from the No Child Left Behind Subcommittee of the Board, which has been reviewing Idaho's MOST recommendations for compliance with the No Child Left Behind Act.

  • Consider negotiated rulemaking in order to respond to safety issues related to pupil transportation.

  • Consider a proposal to redefine the trustee zones for the Council School District. Census data information indicates the population of the trustee zones is unequal.

  • Consider appointments and reappointments to the Professional Standards Commission.
