STATE BOARD TO MEET IN IDAHO FALLS
SETS STUDENT “TUITION FEES”

BOISE - The State Board of Education will set student tuition fees for the 2005-2006 school year for Boise State University, Idaho State University, Lewis-Clark State College, and student fees for the University of Idaho at its meeting Thursday.

The Board will meet April 21 and April 22 at Eastern Idaho Technical College, Alexander D. Creek Building, beginning at 8 a.m. The Board will hold an executive session Wednesday evening.

This is the first time Board members will determine “tuition fees” for students versus matriculation fees, thanks to a new law passed by the Idaho Legislature that allows BSU, ISU, and LCSC, to begin charging tuition. Previous state law did not allow student fees to be used to cover the cost of instruction. The new law now allows institutions, with the exception of UI, to use the student’s contribution to add classes, hire additional professors, and raise professor salaries.

Institutions conducted public hearings and worked with administration and student leaders to determine the proposed student tuition rate. The following increases are being proposed: Boise State University, 10 percent; Lewis-Clark State College, 9.49 percent; Idaho State University, 9.19 percent; University of Idaho, 9.25 percent; and Eastern Idaho Technical College, 2.96 percent. College of Southern Idaho and North Idaho College student tuition rates are set by each institution’s board of trustees.

In other State Board of Education agenda items:

Boise State University: The University is asking to proceed with construction of its $9.5 million Indoor Athletic Practice Facility.

Idaho State University: ISU is requesting permission to design and construct an Aquatic Center at Reed Gym. The Board will also review an ISU land exchange of 1.5 city blocks with Varsity Square, LLC, in Pocatello. The Board will consider a four-year contract for ISU Head Football Coach Larry Lewis.

University of Idaho: The University and the UI Foundation contracted with the Association of Governing Boards (AGB) to review and make recommendations regarding governance issues between the University and the Foundation. AGB will present its findings to Board members.

The UI is also presenting information to convert from a traditional medical insurance program to a self-funded medical coverage program beginning in July.

Lewis-Clark State College: LCSC will ask the Board to approved a $460,000 purchase of three homes near the campus. The homes will be used as student housing. LCSC will also report on its successes with hosting the NAIA Baseball National Championship Tournament.

Performance Pay Committee: Reed Demourdant, Chair of the State Board’s committee on Pay for Performance, will update the Board on the committee’s work to-date.
